I hope I am not too far off topic here......

There are quite a few resources out these concerning programming SVG
graphics but I have not found much of anything concerning SVG web
programming. What I mean to say is, how do I take an SVG document and
add hyperlinks, css, javascript, etc , to make that document a rich full
fledged web site?-Patrick

Have a look at the "SVG and the Web" chapter of my book for a short
introduction:

with the examples:

There is also a tutorial on using javascript to animate a sign but this
is only available in the PDF version. You can, however, download and
look at the source:
